      Yeah, that’s what I was thinking. He always looked a bit awkward in the TNG uniform. But looked very natural in the early DS9 uniform.

      The production explanation is probably just that non-main characters got uniforms that fit “well enough” and not one specifically made for them.

        Picard is as main of a character as you can get and you can see him multiple times per episode pull the uniform down around his stomach area.

        I don’t think it’s the uniform.

        Could be the director. Could purely be experience (my take). DS9 came after and he had more acting chops.

        You can literally see his acting improve over the course of TNG as he is given more screentime.
